DATA-DRIVEN ELECTIONS IN DEMOCRATIC SOCIETIES:  EARLY LESSONS FROM THE CAMBRIDGE ANALYTICA SCANDAL
民主主義社会におけるデータ駆動型選挙：
ケンブリッジ・アナリティカ・スキャンダルから学ぶこと

Summary:
The recent scandal concerning Cambridge Analytica, Facebook and Aggregate IQ have brought to global attention the wider question of how personal data is being used by political parties and candidates in contemporary elections. There are various trends:  the use of integrated platforms for "voter relationship management"; the move from mass messaging to micro-targeting, especially through social media; and the use of mobile applications for local voter outreach.  In this talk, Colin Bennett will discuss these trends in the light of recent revelations and discuss the implications for personal privacy and other democratic values.  

概要：
近時のスキャンダルとして話題となった、ケンブリッジ・アナリティカ、Facebook、及びアグリゲートIQによる問題は、個人情報が来たる選挙において政党や選挙立候補者らにより、いかなる用いられ方をするのかという様々な疑問を世界的な関心事として提起することとなった。「投票者との関係性マネジメント」を目的とする統合されたプラットフォームの利用、特にソーシャルメディアを介して大衆に向けられたメッセージから小規模のターゲットまでに至るまでの動向の調査、また地域の投票者の支援を求めるモバイルアプリケーションの使用など、様々な問題が顕在化しつつある。今回の講演では、コリン・ベネット先生を招いてこれら近時問題となっている社会的動向について議論をし、個人のプライバシーと民主主義における諸価値をめぐる問題について考察する。

Profile:
Prof. Colin Bennett received his Bachelor's and Master's degrees from the Universityof Wales, and his Ph.D from the University of Illinois at Urbana-Champaign.Since 1986 he has taught in the Department of Political Science at the University of Victoria, where he is now Professor. He has enjoyed Visiting Professorships at Harvard's Kennedy School of Government, the Center for the Study of Law and Society at University of California, Berkeley, the School of Law, University of New South Wales and at the the Law, Science, Technology and Society Centre at the Vrije Universiteit in Brussels. His research has focused on the comparative analysis of surveillance technologies and privacy protection policies at the domestic and international levels. In addition to numerous scholarly and newspaper articles, he has written or edited seven books, including The Governance of Privacy (MIT Press, 2006) and The Privacy Advocates: Resisting the Spread of Surveillance (MIT Press, 2008), and policy reports on privacy protection for Canadian and international agencies. He was co-investigator of a large Major Collaborative Research Initiative grant entitled "The New Transparency: Surveillance and Social Sorting" which culminated in the report: Transparent Lives: Surveillance in Canada. Through a new SSHRC Partnership Grant on "Big Data Surveillance", he is currently researching the capture and use of personal data by political parties in Western democracies.

プロフィール：コリン・ベネット教授

ウェールズ大学にて学士号・修士号を取得。その後Urbana-Champaignにてイリノイ大学にて博士号を取得。1986年よりヴィクトリア大学にて政治学の分野で教鞭をとる。また現在、同大学で教授である。

ハーバード大学・ケネディスクール（公共政策大学院）、カリフォルニア大学バークレイ校 (the Center for the Study of Law and Society) 、ニューサウスウェールズ大学・ロースクール、ブリュッセル自由大学 (Law, Science, Technology and Society Centre, LSTS) にて客員教授を務める。

国内外での技術監査・プライバシー保護の観点での比較分析を取り上げた調査を行なっている。数多くの学術的文献や記事を手がけ、2006年のMITプレスでの「プライバシー・ガバナンス (The Governance of Privacy)」や同書2008年でのプライバシー推進団体による「監査拡散への抵抗 (Resisting the Spread of Surveillance)」、カナダと国際機関によるプライバシー保護の政策レポートなど７冊の著作を記す。

また、「新しい透明性：監査と社会分類」と名付けられた大規模な共同研究イニシアチブグラントの共同研究者であり、本団体はカナダにて行われた監査のトランスペアレンシー・ライブレポートでムーブメントを起こしている。現在は、新たなSSHRCパートナーシップ「ビッグデータ監査」に所属し、西洋民主主義における政党による個人データの活用と取得について研究を進めている。
